KHONSA, Nov 01: The series of awareness campaign conducted by PHE and WS division Khonsa under Swachh Bharat Mission (G) at Katang, New Kothin and Doidam Gram Panchayats resulted in adoption of resolution by the villagers to make their villages open defecation free through use of sanitary toilets.

NGO shocked at Governor's suggestion on airport
ITANAGAR, Nov 01: Arunachal Civil Society (ACS) expressed shock and surprise over the Governor's suggestion to Prime Minister on Greenfield Airport at Hollongi.
It is an unprecedented move by the Governor of Arunachal Pradesh, particularly at a time when the state is striving to get its first airport, ACS chairman Patey Tayum said, and questioned the motive of the Governor.
ACS also strongly condemned the statement made by Leader of opposition on the Greenfield Airport.
The media report on governor suggesting the Prime Minister to upgrade Lilabari Airport, Assam instead of constructing the Greenfield airport at Hollongi has evoked widespread protest and condemnation from all quarters in the state.

Expressing concern over the work quality BCYA in a release today stated that the sand and gravel meant for construction of drains, culverts, retaining walls etc are being procured directly from the Hollongi River where the soil out of earth and formation cutting is being dumped into the same river. There are cracks and fissures in almost all the drains, retaining walls which were constructed in the recent past due to the low quality of sands and gravels being used, it further alleged.
Further, BCYA stated that the absence of drains in one side of the road in the stretch from Hollongi Charali to Police Check gate has inundated the cultivable land because of siltation and dwelling houses remain under mud and water when it rains.
BCYA appealed for constructing drains in the said stretch of the road before the cultivable and human dwelling land becomes unfit for use and threatened to launch democratic movement if the grievances were not redressed.

ITANAGAR, Nov 01: Serious question are being raised over quality of the ongoing road widening work in the capital complex. PWD Highway (Western Zone) is carrying out construction of paved shoulder on the existing highway. The road widening project has been started with the hope to create 3 feet extra space on both side of the highway.
However the poor quality work is putting serious question mark over viability of the project. "I don't see any engineer monitoring the project. Quality of work is so poor that if there is continuous rainfall for even one hour, the road will get washed away," shared one road user. The recent monsoon has shown us how unforgiving they can be. Therefore the construction agency should ensure that fund is not misutilised and best quality work is done. The party questioned why the BJP state unit should be dragged into controversy in the failures of Congress led state government. It also added that it was an indulgence by the ruling party in misleading the people of the state just to divert the attention of the people from the infightings in the Congress party.

APB&OCWWB provides laptops to meritorious students
ITANAGAR, Nov 01: Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) in collaboration with AAPPHE&WSWU organized a free health check up cum awareness camp for registered labourers of the Board at Senki View today.
Minister for PHE, Water Supply Takam Pario, who inaugurated the camp, lauded the APB&OCWWB Chairman, Nyamar Karbak for his noble initiative of conducting free special hepatitis 'B' screening test for workers of PHE & Water Supply Department. He suggested all the workers of his department to take full advantage from the free medical camp.
Pario, along with Parliamentary Secretary Karbak handed over one laptop each to five children of registered workers, who excelled in Class X and XII examinations. 400 medicated mosquito nets, few torch light and mobile handsets were also distributed among the registered workers by APB& OCWWB.

Effective governance is the cornerstone

KIMIN, Nov 01: Chief Minister Nabam Tuki said that effective governance is the cornerstone of a progressive democracy.
Addressing a huge public rally with the theme 'Arunachal Pradesh towards Progress' organized to celebrate the completion of four years of his Govt. since Nov. 2011 at Subansiri Mini Stadium here today, Tuki said that his government has always given thrust on people centric programmes and policies at all levels along with transparent governance.
We have identified many priority areas and have tried to create and strengthen the institutional mechanism to deliver our agendas, he said.
He said that skill development of youth, employment generation, social security, empowerment of women, agriculture and allied sectors, tourism, health care, industries and commerce, education, border area development, enhancement of physical and social infrastructure, reformation of local self governance, administrative reforms, sport promotion along with strengthening of internal security are among the priority areas.
He said that initiatives are made to build strong foundations to strengthen the delivery systems. He also disclosed that Right to Service Act will be introduced in the next assembly session in January to make the public essential service more people friendly and easily accessible.
In health sector, Tuki informed a Territory Cancer Centre in Naharlagun having facility of radiation therapy for treatment of cancer patients will be made functional this year. He also said that low cost generic drug will be made available in all district hospitals from this year.

The survey was supported by Dr. K. Mamocha Singh, Assoc. Professor of College of PG Studies, CAU, Barapani and Dr. V.V. Ramamurthy of Indian Agricultural Research Institute (IARI). They have collected 49 species of cerambycids from Arunachal forests, out of which seven species were newly reported from the state.
Dr. Bhanu P Mishra of CHF, Pasighat said that the beetle species (longicorn) were collected from ornamental plants, old and fresh wooden logs, leafy trees and weeds in the forest and also using light traps during night hours.

PPA blames govt. procrastination for delay in airport construction
ITANAGAR, Nov 01: The People's Party of Arunachal (PPA) blamed procrastination of the government for delay in construction of an airport in the state.
"It is sad for the people of Arunachal to see a high profile development project being drawn into controversy because of the myopic, greed and procrastinating attitude of the leaders in the state," PPA said in a press statement.
The project could have been halfway through by now had it been allowed to be continued at Banderdewa, the original project site against which the foundation stone was laid by former Union Minister Shivraj Patil, the party said.
Every one of us knew who were behind the delay and the reasons for the delay but we all remained silent spectators all these years, it said.
"The Governor joined Arunachal just a few months back. Should not we be shameful of blaming someone innocent instead of blaming ourselves? Why Tamyo Taga is being blamed; he is not talking of shifting of the project. His suggestion is just that of an alternative idea till the controversies over the project site between Hollongi and Banderdewa is settled. Now the pertinent question remains who are the real culprits responsible for the criminal delay in this project," the release said.
"The PPA has always been concerned regarding the long delay in the project. The Party had submitted a memorandum to the Governor in connection to this. We had even raised the question why the sudden change of project site, that too in a place where the Chakma refugees were already settled. The matter did appear in all the local dailies. But the kind of hue and cry that we get to see today in the social media against this sudden shifting of the project site then was almost missing," the party observed.
"Instead of wrongly pointing fingers at the Governor you nail the culprits who are among your own native leaders. Identify them, condemn them and punish them," the party said.
"This delay is because of the procrastinating government. Weak leaders procrastinate because they don't have the guts to face up to the consequences and hence lack decisiveness," the party added.

Dissidence at the cost of development
The dissidence movement is finally taking toil on the development of the state. For the last 2 month section of Congress legislators who are rebelling against Chief Minister Nabam Tuki are camping at Delhi and is remaining absent from their respective home constituencies. This has badly hurt the developmental process and in many areas people are starting to raise serious question against their respective MLAs. Yesterday panchayat members of the seven panchayat blocks of Tirap district expressed their strong resentment over the long absence of their MLAs from their respective constituencies.
Zilla Parishad Chairperson of Tirap Chawang Lowang told media that irresponsible attitude of the MLAs has greatly hampered the developmental activities in the district. ZPC Chairperson further claim that due to absence of MLAs during peak working season PRI members and work departments are not able to submit development schemes to the government agencies. The PRI leaders of Tirap have dared to speak what others could not till now. MLAs should understand that they have been elected to serve the people and not to enjoy long vacation at Delhi. They have every right to rebel against Chief Minister but should not abandon their own people who elect them during election. They should atleast remain in touch with their people and ensure that their absence does not affect the development process. The MLAs should understand that after few years again they will have to knock the door of these same people whom they are neglecting now. Dissidence at the cost of development is of no use.

Arunachal will not forgive Mr Rajkhowa

The controversial letter written by our Governor JP Rajkhowa with input from the leader of opposition Tamiyo Taga is returning to haunt both. While Rajbhawan is yet to clarify and therefore we assume that Governor is dead serious about upgrading Lilabari airport and discontinuation of Hollongi airport project. BJP leader Tamiyo Taga’s clarification has only confused us more and he sounded very arrogant in his reply. Rajkhowa should understand that he is no more Chief Secretary of Assam and is governor of Arunachal.
Thousands of people give thousands of suggestion to him every day. Does it mean that he will write letter to Prime Minister on every issues suggested by any tom, dick and harry. We understand that he loves his home state Assam very much but he should not use Arunachal’s soil for the benefit of his home state. For years we have waited to have airport of ours and with his single letter Governor Rajkhowa has killed our dream. Arunachal will not forgive him for this blunder. I appeal people of Arunachal to be united and demand immediate removal of present Governor before he causes more damage to the future of Arunachal. As per as Tamiyo Taga is concern, I would suggest him please first of all take care of your Rumgong assembly constituency and then talk about other issues. Everyone knows the pathetic condition of Rumgong constituency.

Looks like there is a deal between Governor

It was very sad and painful to read the news concerning the shifting of airport from Arunachal Pradesh (AP) to Assam. Such dirty politics does not fit our honorable governor and the leader of opposition. It is a known fact that Arunachal Pradesh is not economically contributing to the central government like other Indian states like Tamil Nadu, Kerela, Gujrat, Maharastra etc. But does that mean that other poor states should of India should not be cared, because it is takes crores of rupees to care for the under developed states of India. If such is the attitude of governors in the states of India, then India will surely be divided into many small countries like those in Europe. Governor J P Rajkhowa and leader of opposition Tamiyo Taga, feels that it is costly to develop airport in AP and therefore it should be shifted to Assam. Then, based on the same reasoning, it is also very costly for the central government to sanctions various projects in Assam. In that case all the projects for Assam should be shifted to West Bengal and other already developed states.
All the ongoing road projects in Arunachal Pradesh is also very costly, so all the road funds should be diverted to Assam and all the people of AP should migrate to live in neighboring Assam. It is very shameful to contemplate such weird ideas on part of Mr. Rajkhowa and Mr. Tamiyo Taga. I think the reason put forward by them in support of their suggestion are too silly and does not have any gravity. Their suggestions are against the spirit of inclusive development and national integration, for which PM Modi has been advocating strongly since assuming office. If China can connect Tibet with railways on much higher cost than the airport at AP, then why can't India connect Arunachal with airport? In his international visits, PM Modi boasts of India becoming a major economic power, but, internally he is adapting a miserable policy towards Arunachal which is shameful. I would like to request Mr. Rajkhowa and Mr. Tamiyo Taga to visit the airport in Aizwal, Mizoram, which is built on a hill top. Also, I would like to request them to visit airport in Ladhak. Government of India (GOI) has definitely spent a lot of money to build them. We have waited for 68 years for our state to be connected to Delhi by railways. So, I would like to inform Mr. Tamiyo Taga that people of AP is not in a hurry to have airport. I would like to suggest to Mr. Rajkhowa that, if GOI is poor, then GOI can implement the airport project in a phased manner in Arunachal but not in Assam. Presently, China is not attacking India, so GOI can take time to construct the airport. If GOI indeed has no money for the said airport, then in that case China will be more than happy to build one in AP. So, on a friendly note, Mr. Rajkhowa can request China to built one in AP. The crux is that it is the politics to keep AP underdeveloped and develop Assam. Since, these days opposition is demanding the governor of Arunachal for the resignation of Tuki government, the governor, who is a native of Assam, in return to the request of the opposition leader might have asked for his support to shift the airport from AP to Assam. And may be because of such a deal made between the governor Rajkhowa and leader of opposition, today we hear such sad, painful and shameful news. Why has they made such proposal to PM at this point of time, while the estimates of the airport were made and submitted long back. Surely, there is something fishy. I request all the people of AP to be united to dig out the truth and stop the airport from being shifted to Assam at any cost.

Dear Editor,
After reading releases of various organization/associations/committees in the newspapers, I get a feeling that some agitation or bandh call is in the offing during the diwali week. This has become quite a concern for the MARKET community. While writing this I am sure the feelings of all the TRADERS/shopkeepers of the capital complex is being shared.
I will be wrong in commenting anything on the FINANCIAL health of the state without knowing the true facts and figures. But going by daily sales of our market, the flow of cash has definitely taken a nosedive for the worse since many months. The festive or the puja season usually brings out smiles for the market community every year. This year we had a 12 hr bandh to welcome that season. Now, nearing diwali the fear of an impending bandh or agitation has become a major concern for the market community. Overkill of the market would be an understatement if another bandh were to be experienced now.
Through this letter, I sincerely request all organizations/association/committees
etc to think about the rare smile which the market community rarely gets to put on
once a year and hold-
